anAMD user (n1ceking) from discord & I did some deep debugging with the game to resolve the stuttering and we made an unexpected discovery that If you downgrade Age of Empires II Definitive to "20 October 2020" the game runs smooth. Here is his post from AoE2 forums which includes how to downgrade:
